A ten-year strategy for offshore wind industrial growth in North East England

Everoze authored a new long-term strategy for offshore wind industrial growth in North East England. Commissioned by NOF on behalf of the North East Combined Authority and the Tees Valley Combined Authority, the work was developed with support from Energi Coast, the North East of England’s offshore wind cluster. Published in April 2026 and launched at the Energi Coast Supply Chain Showcase in Newcastle, the strategy sets out a practical vision for how the region can convert an already strong offshore wind base into sustained, industrial-scale delivery over the next decade.

The work draws on a structured review of policy and strategy, analysis of offshore wind supply chain capability and technology trends, and targeted engagement with industry, ports, innovation bodies and policymakers. It is designed to articulate a clear regional roadmap for how the North East can build on its strengths in ports, manufacturing, electrical systems, subsea capability, innovation and skills to capture more long-term value from offshore wind growth. The resulting report received the endorsement of both regional mayors, illustrating the strength of regional buy-in for this work.

The strategy sets out a 2035 vision built around two market-facing growth plays, offshore electrical systems and deepwater technologies, supported by a wider delivery agenda spanning manufacturing scale-up, coordinated port infrastructure, workforce development, investment, innovation and global positioning. Seven action agendas translate the strategic direction into practical priorities for delivery.
