From pre-construction to operations: project management of the 35.9 MW Momerstroff II wind farm

Published November 2026

Following the acquisition of the Momerstroff II WF by NTR in 2023, Everoze supported NTR through the pre-construction, procurement and construction phases of the Momerstroff II wind farm in Moselle, France. The project comprises 10 Nordex N131 wind turbines with a total installed capacity of 35.9 MW. Construction started in January 2025 and the wind farm entered operation in early summer 2026.

Preparing the project for construction

During the pre-construction phase in 2024, Everoze coordinated the project and prepared it for construction. The scope included:

  • coordinating the pre-construction phase and acting as a key interface between project stakeholders;
  • securing land through leases and easements;
  • supporting adjustments to the project authorisations, including the required additional donner acte and arretés complémentaires;
  • coordinating ad-hoc pre-construction studies;
  • engaging with landowners, municipalities and DREAL;
  • implementing environmental mitigation measures;
  • supporting NTR with the construction contracts (BoP, TSA) procurement processes including tendering and contract negotiations; and selecting and coordinating ancillary construction contracts.

This phase was successfully completed by the end of 2024, allowing construction to commence in January 2025.

Managing the construction phase

Everoze then continued its involvement throughout construction, acting as NTR’s representative and delegated Project Manager and working alongside Elys, the contractors and other project stakeholders.

Everoze’s role included

  • acting as NTR’s representative throughout the construction phase;
  • coordinating the project and managing interfaces between the various stakeholders;
  • managing contracts and claims;
  • monitoring construction progress and key project milestones;
  • coordinating environmental requirements and mitigation measures;
  • liaising with landowners, municipalities and DREAL; and
  • monitoring the project schedule and budget to support delivery in line with NTR’s objectives.

Despite challenging weather conditions during construction, a major milestone was reached in May 2026 with the successful erection of the tenth and final turbine. Testing, commissioning and handover activities followed, leading to the successful takeover of the wind farm during summer 2026.

Throughout the project, Everoze acted as NTR’s trusted representative, helping safeguard the Owner’s interests while coordinating the technical, contractual, environmental and stakeholder interfaces required for successful project delivery.

Momerstroff II demonstrates Everoze’s ability to provide continuous, hands-on project management support from late-stage development and pre-construction through procurement, construction and handover, combining technical, contractual, environmental and stakeholder management expertise.

Damien Culloty, Program manager at NTR commented: “Everoze provided invaluable support to NTR throughout the development and construction of Momerstroff II, combining technical expertise with practical, hands-on project management. We are particularly grateful to Justine Malafosse, whose dedication, professionalism and commitment were instrumental in overcoming challenges and bringing the project into operation. We sincerely thank Justine and the wider Everoze team for their commitment and contribution to the project’s success.”

Everoze’s work has been led by French partner Justine Malafosse and Arnaud Thome supported by a broader project team and partners Nicolas Demoly (Act’ER Synergie), Benoit Riquin (Naogee) and Cohérence.
